At Mosaic, advocacy is a part of our mission. We advocate for and with people who have disabilities so they may choose appropriate supports, defend their rights and express their opinions. Mosaic advocates find their voices heard locally in their own communities, in statehouses across the land, and in several countries around the world.
Mosaic agencies in Texas are members of PPAT (Private Providers Association of Texas).
Mosaic's primary funding is Medicaid. The State of Texas determines how much funding private providers like Mosaic receive. Private providers like Mosaic have not received a funding increase since 1997. In 2003, the State decreased our funding. Considering the cost of living increases since 1997, the State funding is inadequate placing people with developmental disabilities in jeopardy.
It is imperative people contact their State and Federal legislators to let them know the importance of increasing private providers funding (specifically ICF-MR and HCS rates). Legislators must know how the inadequate funding is placing people with disabilities lives in jeopardy.

Contact your Representative in Washington, DC to support the Direct Support Professional Act (HR1264). This bill will provide States federal funding for five years to increase direct care wages. During that period states will be expected to arrange their budget to continue funding the wage increase. This bill is critical to the livelihood of direct care professionals and the quality of staff supports for people with disabilities.
