Publications and White Papers


The Mosaic Collaborative seeks to contribute quality, evidence-based recommendations and information to the field of disabilities. This can be gleaned from recent findings, identification of best practices, or evaluation of demonstration projects. The Mosaic Collaborative wants to go beyond shedding light on issues; we are also seeking realistic solutions.

Primarily, the purpose of creating these publications is to arm organizations with credible and reliable information so they can better educate and prepare policymakers for the tough decisions ahead of them -- ones that often have a significant impact on the lives of people with disabilities and their families.

Performance Excellence Initiative

ANCOR (American Network of Community Options and Resources) and the Mosaic Collaborative have joined efforts to assess the variations in quality of service delivery and systems for people with disabilities. A white paper called, "Raising the Bar on Quality of Services for American with Disabilities" details the Performance Excellence Initiative (PEI). With all of the variations in quality of services and standards of measurement, it's difficult to determine if we as a nation are providing adequate services to individuals with disabilities. This paper addresses those concerns by presenting an initiative that defines quality for all service providers and strives to obtain accountable measurements. ANCOR has worked to develop standard metrics to assess quality; which consists of customer satisfaction and choice, direct support professionals (i.e., turnover, retention, and stability), and medication administration.

HOST HOMES ~

Connecting People With Disabilities to Their Community

During these hard economic times it's difficult to provide the same high quality care when states are reimbursing providers at a disproportionate rate. This paper directly addresses the issues faced by the state of Kansas. An effective model has proven to cut costs and at the same time maintained quality care services to individuals with intellectual and developmental disabilities. The effective model we are talking about is a host home. Many states refer to them as foster homes. A loving and supportive home environment -one that mirrors a natural family- is proven to have multiple benefits for people with disabilities. A host home offers an additional community living option for individuals. The quality of life for the individual increases, as they are able to participate in community outings and live in a typical home environment. The ratio of caretaker to individuals with I/DD decreases to approximately 2:2. There are many benefits to host homes; however, one that impacts Mosaic as a service provider is the fact that host homes are the least restrictive setting for individuals and the costs associated with providing this type of support are considerably less than any other home and community based service setting.
