Mosaic Compass is a free monthly Webinar series that explores topics related to intellectual/developmental disability (IDD) services and the systems that manage their implementation. Our purpose is to educate families and connect them to the source of information.
In addition to hosting expert speakers at the Webinars, we hope attendees will find kinship by sharing their stories, barriers, successes and advocacy opportunities with others who know first-hand the joys of raising a child with IDD and the challenges you and your family may experience.

February 2025 Topic: Legislative Updates on Intellectual and Developmental Disabilities Matters in Colorado
In February, Mosaic Compass Program welcomes Alliance, a non-profit, statewide association comprised of Intellectual and Developmental Disability (IDD) case management and provider agencies, businesses serving the IDD community and disability advocacy organizations. Alliance’s efforts focus in the areas of public policy, state legislation, developmental disability initiatives and demonstration of best practices. Join us to get updates on Direct Support Professional/Provider standards, Community First Choice/1915k as well as other Medicaid State Plan and Waiver services and supports.

Since 2014, Josh Rael has served as the Executive Director of Alliance, a leading nonprofit association in Colorado dedicated to supporting Intellectual and Developmental Disabilities (IDD) case management and provider agencies, as well as businesses and advocacy groups. He chairs the SAE Network, co-chairs ANCOR’s Government Relations Committee, and serves on ANCOR’s Diversity, Equity, Inclusion, and Accessibility Leadership Committee.

Ellen Jensby serves as the Senior Director of Public Policy and Operations for Alliance. In this position, Ellen provides leadership and direction in implementing Alliance’s public policy priorities, as well as analysis and monitoring on a broad range of state and federal public policy issues. Ellen is a member of the American Association on Intellectual and Developmental Disabilities and a graduate of the National Leadership Institute on Developmental Disabilities. She has a unique background in law and policy that she contributes to the work of Alliance.

Kylie has been with Alliance since 2009. She has over 15 years of volunteer experience working with nonprofit organizations, helping plan events and silent auctions in her free time. She remains eager to help Alliance and its members achieve their shared objectives.

Shana Boggs will facilitate a discussion about what we learned during this month’s webinar.
Boggs is a proud mother of two young men, both with diverse needs. Her oldest receives comprehensive services through the Family Caregiver program. Over the past 10 years, Boggs has worked as an advocate bringing support and services to families with children with diverse needs. She has a wealth of knowledge and experience facilitating parent groups to help them navigate the state’s support system. Boggs has been with Mosaic for three years and currently supports all four Colorado Mosaic locations as Quality Manager.
