Mosaic Compass is a free monthly Webinar series that explores topics related to intellectual/developmental disability (IDD) services and the systems that manage their implementation. Our purpose is to educate families and connect them to the source of information.
In addition to hosting expert speakers at the Webinars, we hope attendees will find kinship by sharing their stories, barriers, successes and advocacy opportunities with others who know first-hand the joys of raising a child with IDD and the challenges you and your family may experience.

Raising a child with an intellectual or developmental disability (IDD) can be extremely overwhelming and exhausting. Without being able to easily find the right resources when and where you need them the most, you may sometimes feel alone. But you’re not, and we can help you.
June 2026 Topic: Children’s Habilitation Residential Program Across Colorado, A Panel of Insights
Join Mosaic Compass in June for our Children’s Habilitation Residential Program/CHRP Panel. The CHRP program supports 0-20 year olds at risk for out of home placement due to medical or behavioral support needs. One goal is to help families build the skills and access the supports they need to succeed at home, while also recognizing out-of-home placement as a potential option when appropriate. We will review eligibility & access, including recent changes such as the inclusion of youth with Serious Emotional Disturbances (SED). Our hope is to ensure more families can access support before reaching a breaking point.
The panel will explore:
- Partnering with Case Management: Clarify the role of Case Management Agencies in determining eligibility and building individual service plans
- The Power of “Wraparound” Services: Explaining how Wraparound Support coordinates service providers, families and community members to create a unified success plan for the participant
- Maximizing Specialty Services: We will highlight underutilized benefits like Wellness Education, Movement Therapy and Massage Therapy
- Navigating Transitions: Provide guidance on using CHRP to support a child’s transition to habilitation/residential services without Child Protection involvement, back to the family home from a foster care or residential setting, as well as the transition to adult services.
Laura Stow is the State Service Development Manager at Mosaic. She provides oversight to Mosaic’s CHRP services for the state of Colorado, for both residential and hourly services. She is passionate about providing educational opportunities for families to learn how to access waiver services for their children and partnering with DHS to provide residential services to children on the CHRP waiver.
Noah Ullman is the founder of Hope Enacted, a CHRP wraparound agency based in Colorado Springs, Colorado. Hope Enacted partners with families of children with intellectual and developmental disabilities to build the skills, supports, and community connections needed to thrive at home. With a hands-on, family-centered approach, Noah and his team specialize in coordinating wraparound services that bring together providers, families and community members around a unified plan for each child’s success.
Olivia Knieff is the Children’s Coordinator at Foothills Gateway, Inc., in Fort Collins, Colorado. In her role, she is responsible for overseeing case management services for the Children’s Habilitation and Residential Program Medicaid waiver, the Children with Complex Health Needs Medicaid waiver, the Community First Choice program for children and the Family Support Services Program. Olivia has a Bachelor of Arts in Political Science from the University of Northern Colorado. She found her calling in the field of I/DD services 25 years ago, and has worked in both direct support and leadership roles for Program Approved Service Agencies and Case Management Agencies.
Taylor Elliott is a Children’s Case Manager at Foothills Gateway, Inc., in Fort Collins, Colorado. She works directly with families and children in the Children’s Habilitation and Residential Program Medicaid waiver, as well as programs like Children with Complex Health Needs, Community First Choice and the Family Support Services Program. Taylor has her Bachelor’s in psychology with a minor in social work from Northern Arizona University. Prior to her job at FGI, Taylor was a registered behavioral technician for young children with autism spectrum disorder and found her passion working with youth.
Kristy DeAnda has been recruiting foster families for 11 years, including the past 6 years with Weld County. This year, she also began facilitating pre-certification training for new foster parents. As a foster parent, former kinship caregiver, adoptive parent of teens and Child Welfare professional, she approaches her work with a deeply informed, multidimensional perspective. Her passion lies in fostering teenagers and inspiring others to open their homes to them as well. She enjoys recruiting and equipping new foster parents to provide high‑quality care for children and youth and helping them feel prepared, supported and empowered as they navigate their unique fostering journey.
